A suspicious man identified as Louis Card was spotted at Manchester Community College at 11 a.m., on Friday, March 27. Card was seen near the Great Path Academy’s bathroom. He was asked to leave by John Basil, a GPA gym teacher, according to MCC police.

Brigadier General (B+G) officer Luis Torres spotted him later in the evening and was acting very suspiciously. MCC police didn’t have Card’s picture during the time of his spotting. “If we had his picture before, we would have arrested him,” MCC Police Lt. Michael Davis said.

Card is 27 years old and has been seen loitering near women’s bathroom areas. His behavior is described as “lewd” and exhibits inappropriate behavior inside campus bathrooms on several occasions.

According to the Master Sergeant James Griffin report, Card had been removed from the Capital Community College two years prior as a suspect of taking photographs on his cellphone in the women’s’ restroom.

Card has been on Central Connecticut State University, Capitol Community College, and Goodwin College campuses recently. Capital Community College arrested him once. He has been previously banned from CCSU as a “persona non grata” and they are seeking an arrest for his actions there. Card is described as a white man, about 5-foot-7, around 140 pounds with hazel eyes and brown hair.

At first, there was an issue with how MCC students didn’t get any alerts from the MCC Police department about Card. “I thought it was on the web, and we sent an email to all the students through their college emails, but if students didn’t get any alerts, I’ll make sure they do this time,” MCC Police Lt. Michael Davis said.

The news of Card made everyone on campus feel frightened and uncomfortable. “I don’t feel safe in that situation. I am scared a lot. I feel as if we don’t have a lot of female police on campus and we need more if that,” nursing student at MCC Silvia Barzola said.

“It is horrible, absolutely ridiculous; we need to know about this man.” Emely Salman, Liberal Arts & Science student said.

Lt. Davis described more about the MCC Police Dept. policies with the issue. “The officers on duty have all been supplied with the information on how he looks like, and his motives on how Mr. Card works, and MCC Police Dept. will keep eye on him. If we do finally see him, we are going to arrest him. He has no business to be here on campus,” Lt. Davis said.

Moreover, he clarified that if the suspect is really violent, students will be alerted from the campus intercom. “You see a lot more cops here than you see right know, but viewing his history and perspective, he’s not violent, he’s disgusting,” Lt. Davis said.
